She did section the hair. A good hairdresser sees the sections without clipping them down. Using clips helps ofcourse, but they’re not necessary.

when you cut the hair over the models head like the lady was doing, the hair on the top of the head WILL be shorter than the hair lower. Try it! I’m not sure if that answered your question…
